Zinke sends summary of NMon report to Trump, but doesn't disclose which of a "handful" of NMons are being recommended for downsizing

Thursday arrived with expectations that Interior Secretary Ryan Zinke's recommendations on the status of 21 national monuments would see daylight, yet into the afternoon there were few specifics other than that he wouldn't call for any monuments to lose their designations, but that some deserved to be reduced in size. Those relevations were not new.

In a summary report (attached below) released to the public, the Interior secretary maintained that President Trump has "the authority to review and consider recommendations to modify or add a monument," and he held that its use by recent presidents has been "arbitrary or likely politically motivated or boundaries could not be supported by science or reasons of practical resource management."
