Conservation groups says over 30% of Baltic's MPAs are paper parks

Over 30% of the marine protected areas in the Baltic are protected only on paper, threatening the recovery of this sea while business continues as normal, said the NGO Oceana in a new report.

While the number of marine protected areas (MPAs) in the Baltic Sea and Kattegat continues to increase, the number of areas with actual protection measures is not growing at the same rate, it reckoned.
